I would like to suggest that you try the free trial of ProScan. Though I do not know if it supports Win10. Bob, the software developer has added a neat comm port tool that may help us understand what is going on. It can actually show you while it is discovering what COMM Ports it discovers in a list and inform you per port if that port is available for use, or if it sees that some other software is using the port.
Being both Free Scan and ARC do not see the comm port and from all the other data you have collected, I suspect the problem is between WIN 10 and the driver. It seems even though the driver is showing as being installed and working, Win 10 is not able to find and or provide the proper link (path) of the installed hardware of this port when queried by the two programs.
Someone responded to you and stated they have your combination up and running. It would be interesting if that person could send you a copy of the device driver that he is in fact using for you to try. It would also be wise to insure that both of you are running the same beta release of Win 10.

Hello all.....I have a quick question about accessing the syste quick keys and quick keys within a group....First off, the system quick keys after 0-9......How do you access them after 0? Obviously I know how to do 0-9....You just hit the approprate number for that system you program for that key(i.e. Omaha is set for 0, so when I am ready to listen to Omaha, I just hit 0 to add it to my active scan list, and vice versa when I am ready to turn it off....But I do not know how to access any systems after 9. If someone with the knowledge can help me out, that would be greatly appreciated.

UNIDEN BCD996XT Using the Unit ID Feature
The Unit ID (UID) feature lets you see the unit ID of the radio currently transmitting on Motorola, EDACS, and APCO P25 systems. To see the Unit ID, you need to first turn on the global Unit ID option in the Settings menu.
- Press MENU.
- Scroll to SETTINGS and press E/yes.
- Scroll to Disp. Unit ID and press E/yes.
- Scroll to On and press E/yes.
Notes:
- In some cases where you catch a transmission already in progress you will not see the Unit ID.
- In some cases where a second party responds to a transmission before the channel is released, you will not see the second party's Unit ID and will continue to see the first party's Unit ID.

Installation Steps
Here is what you need to do to apply the 1.07.03 update.- Download the latest version of BC_VUP3 (the firmware update tool) by clicking BC_VUP_V3_02_01.zip.
- Unzip the files you downloaded in Step 1 to your desktop. Then run setup.exe to install the firmware updater. (If you previously installed a version of BC_VUP, be sure you delete the old install files before reinstalling. These files are in a "BCSS" directory.)
- Run the BC_VUP3 application you installed in Step 2. Follow all on-screen instructions, selecting the BCD996XT to update and the V1_07_03 version.
- All updates are cumulative. Applying the latest update includes all changes made by previous updates, too.
- Most update problems are caused by serial port issues. See the troubleshooting hints in the Update Troubleshooting section if you have problems.
